The Congresbury Neighbourhood Plan was made at Council on 12 November 2019 following the successful referendum result on 19 September 2019, with 86% voting in favour of the plan.

The Congresbury Neighbourhood Plan went to referendum on Thursday 19 September 2019 and 86% voted in favour of the plan meaning the plan has now been approved. This means that the plan now has the full weight of the development plan in decision making. The plan now needs to be formally ‘made’ by North Somerset Council which will happen at the meeting of Full Council on 12 November 2019.

A breakdown of the results is as follows:

Total votes cast: 773 (27% of the electorate)

Yes votes: 669 (86.5%)

No votes: 104 (13.5%).

The Plan has been prepared by Congresbury Parish Council, with help from the local community. The plan will help to shape the parish in forthcoming years and will be used to help make decisions on planning applications within the parish. The plan proposes allocating land for housing and employment, aims to protect local green spaces, valued countryside and community facilities, proposes improvements to cycle routes and highways and aims to protect and enhance the historic environment.

The neighbourhood plan area covers the whole of Congresbury Parish. Consultation on the draft Neighbourhood Plan took place between 30 July and 17 September 2018. Following this consultation further amendments were made to the plan by the Neighbourhood Plan Steering Group and the Congresbury Neighbourhood Development Plan was formally submitted to the Council on 17 December 2018. Consultation took place on the submitted Congresbury Neighbourhood Plan from 14 January to 6 March 2019  in accordance with Regulation 16 of the Neighbourhood Planning Regulation (General) 2012.

On 19 March North Somerset Council’s Executive agreed that the Plan should proceed to examination. Examination of the plan began on 8 April 2019. and the Examiners report was received on 10 June 2019. The Examiner has stated that modifications are necessary to the Plan in order for it to meet the relevant basic conditions.The Plan and Examiners report went before Executive on 25 June where the Examiners modifications were accepted.
