Committee membership

Audit committee

Advises on the adequacy of financial governance and management arrangements for achieving our aims. It is not a statutory obligation to have an audit committee but it is recognised as a core part of effective governance.  Five non-executive members and two independent members make up this committee:

Employment committee

Consists of nine councillors, majority non-executive, dealing with the appointment procedure for senior officers, and grievance and disciplinary appeals.

Licensing committee

Considers matters relating to the Licensing Act 2003 and the Gambling Act 2005. Made up of 15 councillors:

Licensing sub-committee

Considers all matters delegated by the licensing committee. It will decide applications made where a hearing is needed. The sub-committee will be any three members from the licensing committee.

Local access forum

Advises on improving public access to land for recreation and enjoyment, considering the needs of land management and conservation.

People and communities board

Brings together work areas around children and families, community safety, health, housing, social care and stronger communities.

Planning and regulatory committee

Responsible for the overall granting and refusal of planning applications, listed building consent and the regulatory functions of the council. Made up of 27 councillors:

Public rights of way sub-committee

Decides definitive map modification orders and public path orders. Five councillors  sit on this committee.

Standards sub-committee

Promotes and maintains high standards of conduct within the council and parish councils. Three members from the planning and regulatory committee form a sub-committee. An independent person is co-opted (without voting rights), and where a complaint involves a parish councillor, up to two parish councillors are co-opted (without voting rights).
