Declarations of Interest

 

Members made the following declarations of interest:

 

Councillor Nick Brown declared a prejudicial interest, as the proposal was within sight of his house, in an application for planning permission at 40 High View Road, Portishead.  Councillor Brown stated that he would leave the meeting when the matter was discussed.

Minutes of the Meeting held on 10th July 2003

 

            Councillor Brown advised that the nature of the interest he had declared at the previous meeting had been incorrectly recorded.  He had declared a prejudicial interest in Planning Application No. 03/P/1103/F because the proposal was in sight of his own property.

 

            RESOLVED: that subject to an amendment to correctly record the nature of the interest declared by Councillor Brown, the minutes of the meeting held on 10th July 2003 be confirmed as a correct record and signed by the Chairman.

Planning Application No. 03/P/0596/F – Change of use of greenhouses (D, E and F) for the sale of live fish and aquatic goods, together with change of use of external area (G) to store and sell aquatic goods and siting of storage container (Retrospective).  Erection of 5 no. polytunnels and extension to car park at Golden Acres Nursery, 35 Clevedon Road, Tickenham (Agenda Item 6.1)

 

The Director of Development and Environment reported on an application for planning permission.  The Committee was advised of any comments received after the dispatch of the agenda and reports.

 

In view of the potential policy implications for the Local Planning Authority, the Chairman exercised his right under the provisions of Part 3 1b of the Constitution, to refer the matter to the Planning & Regulatory Committee for determination conditionally upon the Area Committee reaching a decision that was contrary to the officers’ recommendations.

 

RECOMMENDED TO THE PLANNING & REGULATORY COMMITTEE: that Planning Application No. 03/P/0596/F be APPROVED subject to suitable conditions, including a restriction on the sale of further goods.

The Director of Development and Environment reported on an application for planning permission.  The Committee was advised of any comments received after the dispatch of the agenda and reports.

 

RESOLVED:  that consideration of the matter be DEFERRED pending a site inspection.

Planning Application No. 03/P/1103/F – Erection of first floor extensions to front and rear at 40 High View, Portishead (Agenda Item 6.3)

 

Councillor Nick Brown left the meeting prior to any discussion of this matter

 

The Director of Development and Environment reported on an application for planning permission.  The Committee was advised of any comments received after the dispatch of the agenda and reports.

 

RESOLVED:  that Planning Application No. 03/P/1103/F be REFUSED for the following reason:

 

1.      The proposed extensions by reason of their position, mass and height would have an overbearing impact on the occupiers of the adjacent properties at 7, 9 and 11 Tower Road and 39 High View Portishead, which would be detrimental to the living conditions of the occupiers of these properties, contrary to Policy RL/6 of the North Somerset Local Plan.

2.      The proposed front extension would visually disrupt the street scene to the detriment of the character and appearance of the area, contrary to Policy RL/6 of the North Somerset Local Plan.

Application No. 03/P/1082/F – Erection of two-storey side extension at 16 Bradford Close, Clevedon (Agenda Item 6.4)

 

The Director of Development and Environment reported on an application for planning permission.  The Committee was advised of any comments received after the dispatch of the agenda and reports.

 

RESOLVED:  that Planning Application No. 03/P/1082/F be REFUSED for the following reason:-

 

1.      The proposed extension, by reason of its position, mass and height would result in a loss of light to the window on the side elevation of no. 15 Bradford Close, which would be to the detriment of the living conditions of the occupiers of that property, contrary to Policy RL/6 of the North Somerset Local Plan

The Director of Development and Environment reported on appeal decisions received and appeals that had been lodged since the date of the last meeting.

02/P/2019/O – Erection of 17 dwellings and means of access from Strode Road, at Byways, Strode Road, Clevedon – Chedzey Malton.  APPEAL DISMISSED.

 

02/P/0033/LDP – Certificate of Lawfulness for the proposed use of agricultural land for a mobile growing tunnel at Church Lane, Tickenham – AJP Growers.  APPEAL ALLOWED.

 

02/P/2829/F – Conversion of roof void to a self-contained flat at 5 Marine Parade, Clevedon – Mr. and Mrs. J.F. Ash.  APPEAL DISMISSED.

The Director of Development and Environment reported that this application for a Certificate of Lawfulness for an existing use of land at Weston Lodge Farm, Portishead, has been withdrawn.

Ashton Court Estate Enhancement Proposals (Urgent Item)

 

The Chairman had agreed to accept this item as an urgent item of business by reason of possible loss of funding for the restoration of listed buildings.

 

The Director of Development and Environment reported on the submission of planning applications for enhancement proposals at Ashton Court Estate.  Members were advised that the report had also been submitted to the Central Area Committee because the site was partly located in that Committee’s geographical area of responsibility.

 

RESOLVED: that consideration of the matter be DEFERRED pending a joint site inspection with the Central Area Committee, Members of the Planning & Regulatory Committee to be invited to attend.
