PRESENT:  Councillors  Peter Fisher (Chairman), Muriel Kraft, Elfan Ap Rees (substitute for Councillor Fazackerley), Alan Hockridge, and Ian Peddlesden.

Minutes – 21st and 22nd January 2003 (Agenda Item 4)

 

RESOLVED:    that the minutes of the meeting held on 21st and 22nd January 2003 be confirmed as a correct record and signed by the Chairman.

To agree the procedures for the appointment process for the senior posts in the Directorate of Development and Environment following the inconclusive process for the appointment of Director of Development and Environment – urgent Item (Agenda Item 6)

 

The Chairman had agreed and previously ruled the item as urgent.  The reason being the need to agree the process for the recruitment to the senior posts in the Development and Environment Directorate which followed the inconclusive recruitment process for the Director post.

 

The Head of Performance Improvement and Personnel presented a report that requested members to determine the appointment arrangements for the Director of Development and Environment and Assistant Directors posts.

 

Members considered the process that had taken place during the shortlisting/interview process.

 

Debate ensued.

 

Exclusion of the Press and Public

 

RESOLVED:   

 

(1) that the press, public, together with officers not required by Members, the Chief Executive Officer or the Director Acting Director to remain during the exempt session, be excluded from the meeting during consideration of the following item of business on the grounds that its consideration will involve the disclosure of exempt information as defined in Section 100I of the Local Government Act 1972,

 

(2)   that members of the Council who are not members of this Committee be invited to remain.

 

Debate continued

 

            RESOLVED:

 

            (1)     that the alteration of any wording to the advertisement, now submitted, be in consultation with the Chairman of the Committee and the Chief Executive Officer;

 

            (2)     that (a) the post be advertised as soon as possible and (b) in appropriate publications as determined by the Chief Executive Officer;

 

(3)     that a meeting of the Employment Committee be convened on 11th March at 2.30 p.m. to shortlist applications for the Director of Development and Environment;

 

(4)     that interviews for Director of Development and Environment be held on 20th and 21st March 2003 (venue to be advised);

 

(5)     that in respect of the Assistant Directors Posts (Development and Environment) expressions of interest be sought from senior officers who have been placed ‘at risk’ of redundancy; and

 

(6)     that the process to interview the Assistant Directors of Development and Environment consist of a presentation by individual applicants and a questions and answers session. Followed by a formal interview.
