10.    Clevedon Hall Development brief consultation draft

Background

 

The application was deferred at the last North Area meeting on 2 March 2006      in order for a copy of the brief to be made available as part of the submitted report.

 

Members may be aware that the former St Brandon’s School, located in the grounds of Clevedon Hall closed approximately three years ago, and the old school buildings, parking area and playing fields have remained vacant ever since.

 

As a result, the agent acting for the owners of the site prepared a feasibility report for the re-development of the site that highlighted the policy constraints in connection with the school site, details of the current office development, together with details relative to the listed building and Amenity Area.  The study was designed to guide future development and to support comments that were to be made through the Replacement Local Plan process.  The issues include:-

 

(1)    Development within the settlement boundary of Clevedon.

(2)    The development needs to reflect the existing use/re-use of buildings.

(3)    Recognition that the site is an unregistered park/garden and amenity area.

(4)    The site is part of a groundwater source area.

(5)    The principle with the re-use of existing buildings.

(6)    The status of the site as an ‘Amenity Area’.

 

The Development Brief (Consultation Draft) annexed to this report has been prepared by the agent acting for the owners of the site in consultation with North Somerset Council.  This follows on from the above study and sets out to establish the policy framework for the possible development and regeneration of the Clevedon Hall site. 

 

Members are requested to consider the content of the consultation document and confirm that it is suitable for public consultation. (copies of the draft document have already been circulated to North Area Members and local members of Clevedon.)  Copies of the draft document are available on the North Somerset web site under the above reference number.

 

Site Description

 

The site is located to the west of Clevedon town centre, within the town’s settlement boundary. The site is approximately 7.6 hectares in size and the topography gradually slopes from the north east to the south west corner of the site.

 

The site is bounded by Elton Road to the west, residential properties and Victoria Road to the east and Old Church Road to the south. A pedestrian footpath, known as the ‘donkey path’, abuts the site to the north and runs between Victoria Road and Elton Road. On the northern side of this footpath is the ‘Hawthorns’ complex, a three and four-storey building of substantial footprint that forms a private residential home. To the north of the site, again abutting the footpath is a small Council-owned car park accessed from Elton Road.

 

A public house, ‘The Little Harp Inn’ lies to the west of the site on the opposite side of Elton Road. Public open space, containing a small cricket pavilion, bowling club, tennis courts and associated buildings including a marine boating lake and amusement/café facilities also lie to the west of the site across Elton Road, with the Bristol Channel beyond. Views over the Channel are gained across the site, notably from Clevedon Hall (LB) and the northern undeveloped areas of the site.

 

Residential properties lie to the south and east, and dwellings on the southern boundary of the site along Old Church Road comprise detached two storey dwellings. 

 

The site is largely enclosed by a perimeter stone boundary wall and planting. The topography of the site is such that very little of the site is visible outside of the boundary walls from public vantage points, other than from the immediately adjacent houses. The historic entrance into the site on Victoria Road is denoted by the grade II listed Lodge on its left hand side, built in a similar Jacobean style to that of Clevedon Hall. Bordering Victoria Road are a number of residential properties constructed in the Georgian style, generally all three storey, which fall within the Clevedon Conservation Area.

 

Around the southern, western and northern boundaries of the site is a mid-19 century, grade II listed wall which runs west along Church Road, turns the corner into Elton Road and continues north along the western boundary of the site before curving east along the footpath bounding the north of the site.

 

Two main vehicular accesses serve the site, Elton Road from the west and Victoria Road from the east. There is however a barrier at the Victoria Road access which restricts motor vehicles exiting the site, although entry into the site is permitted. The Elton Road access is two-way.

Policy Framework

 

The site is located within the Settlement Boundary for Clevedon. 

 

The policy framework is set out in the Development Brief.

 

The Development Brief

 

The purpose of the consultation document is to stimulate interest, debate and suggestions from the residents of the Town and to allow these matters to be fully considered and, if necessary, revisions made to the Brief prior to seeking the formal approval of the North Area Committee.  The brief should not be regarded as overly prescriptive at this stage.  The plans and illustrations showing development proposals are ‘indicative’ and suggest a way in which the policy and design objectives for the site can be met.

 

In order to facilitate the publicity of the Development Brief, the owners have appointed a public relations company to handle the consultation exercise.  It is acknowledged that North Somerset Council and the Town Council will be contacted by local residents with their views on the brief and therefore all three groups will work together on the dissemination of information.

 

The role of the Development Brief is to provide guidance to future developers and interested parties on the planning requirements of North Somerset Council. Its aim is to act as clear guidance for the site’s future development. Once adopted, the Development Brief will set within the context of the adopted Local Plan, emerging North Somerset Local Plan and the Local Development Framework. The Brief would not have the status of a Supplementary Planning Document but will assist with the handling of subsequent planning applications.

 

RECOMMENDATION:  That the Clevedon Hall Development Brief (Consultation Draft) be accepted as a suitable document for public consultation.
