Senior Management Structures (Agenda Item 12(8))

 

The Chairman ruled that a report on this item be considered as urgent because the Council had established the Directorate of Children and Young People’s Services and the Directorate of Adult Social Services and Housing and it was necessary to consider the management arrangements as soon as possible.

 

The Chief Executive Officer presented a report.

 

In response to a question from Councillor Roe, the Chief Executive Officer confirmed that the grades mentioned in the report would include equivalent grades and a report would be submitted to the Employment Committee on the recruitment process.

 

Councillor Roe also asked about the number of officers remaining in the Council’s Housing Service and the Director of Adult Social Services and Housing said that there would be around 40 posts and a further report on this would be submitted to a future meeting.

 

Councillor Bryant asked for details of the costs of redundant posts. This information would be submitted in due course.

 

Resolved:

 

(1)    that the five management posts referred to in Appendix 2 of the report be approved and that the following be approved –

 

(a)       the posts that will report to the Assistant Directors in the Children and Young People’s Services Directorate, referred to in Appendix 1 of the report,

 

         (b)       the senior management structures for the Adult Social Services            and Housing Directorate, assuming that LSVT concludes in February        2006, referred to in Appendix 2 of the report, and

 

         (c)        the revised senior management structures for the Development            and Environment Directorate to reflect the transfer of the Youth Service   to the Children and Young People’s Services Directorate, referred to in           Appendix 3 of the report;

 

(2)    that the Employment Committee be requested to approve the job descriptions, person specifications, job evaluations and grades for the new or changed jobs which are graded JM8 (or equivalent) highlighted in the appendices of the report;

 

(3)    that the Employment Committee be requested to manage the appointment process for these new or changed jobs;

 

(4)    that the recruitment to the five posts in Housing be provided through service reconfiguration as part of the housing transfer process; and

 

(5)    that the costs of the proposals be contained within existing budgets.
