Senior Management Structures (Agenda Item 12(6))

The Chairman ruled that a report on this item be considered as urgent because the Council had agreed to establish the Directorate of Children and Young People’s Services and the Directorate of Adult Social Services and Housing effective from September 2005 and it was necessary to consider the management arrangements which needed to be put in place for September.

The Chief Executive Officer presented a report.

Councillor Roe commented on the need to consider carefully the roles of the Assistant Directors.

Resolved:

(1) that the proposal that the senior management structure for the Children and Young People’s Services Directorate will comprise a Director and three Assistant Directors, be agreed;

(2) that further consideration be given to the detailed responsibilities of the Assistant Director roles at a special meeting of the Executive on or before 26th July 2005 to enable implementation of the direct service delivery structure by 1st September 2005;

(3) that further work be undertaken to re-align some of the support services currently in the Education Directorate on a more corporate basis and that further consideration be given to the appropriate timescales to achieve this;

(4) that the Director of Housing and Social Services be redesignated as the Director of Adult Social Services and Housing from September 2005, with initially the same responsibilities as at present excluding Children’s Social Services and the addition of Adult Education and Blue Badges;

(5) that further consideration be given to proposals in respect of the senior management arrangements for the Directorate of Adult Social Services and Housing and the Development and Environment Directorate when the Adult Social Care Green Paper proposals and the position regarding LSVT have been developed; and

(6) that the proposals be referred to the Children and Young People Policy and Scrutiny Panel.
