Highway Permits

Licence Summary  

 

If you wish to place a skip, scaffolding, hoardings, building materials, or mobile elevated work platforms on the highway you must have consent from us. If such articles, structures, materials or equipment are left on the highway without a consent from us we can remove them and recover the expenses incurred.

 

An application should be accompanied by a fee.

 

The consents granted by us can be for either short periods such as a day or for longer periods (maximum one month).

 

You must comply with any conditions attached to a consent.

 

Eligibility Criteria   

 

All applications must be made at least 5 working days to us before skips, scaffolding, hoardings, building materials, or mobile elevated work platforms are placed on the highway.

 

Applications for these types of permits must be made by the company providing the service or carrying out the works.

 

We require evidence of your public liability insurance up to the value of £5m.

 

All skips, scaffolding, hoardings, building materials, or mobile elevated work platforms should only remain on the highway for as long as is reasonably necessary.

 

Regulation Summary     

 

The main legislation covering this permission is the Highways Act 1980.

 

Application Evaluation Process     

 

Applications will be assessed on ensuring there is no road safety issues resulting from the proposed activity, there are no conflicts with other highway works being carried out in the vicinity and that access to buildings and houses is not obstructed.

No. It is in the public interest that we must process your application before it can be granted. If you have not heard from us within 5 working days, please contact us as detailed below.

If an application for a permit for scaffolding, hoardings, deposit of building materials or a mobile elevated work platform is refused the failed applicant can appeal. Appeals must be made to the North Somerset Magistrates' Court within 21 days of being notified of the decision made by the licensing authority.

Appeals must be made to the North Somerset Magistrates' Court within 21 days of being notified of the decision made by the licensing authority.

 

Consumer Complaint     

 

We would always advise that in the event of a complaint the first contact is made with the permit holder by you - preferably in the form a letter (with proof of delivery). If that has not worked, contact the Licensing Team.
