Decision made by EM - DL: That the informal parking area off A369 Portbury Hundred is closed for public vehicular access and the area secured for future use as a material store for highway maintenance purposes.

11.09.07 Subject: Appointment of Appeal Panel Member
Decision made by EM - CY: that the person named having received a satisfactory CRB check and references be appointed to serve as a panel member under the School Standards and Framework Act 1998 and Education Act 2002.

21.09.07 Subject: West of England Road Safety Partnership Funding 2007/08
Decision made by EM - DL: 1. That the funding allocated to the Safety Camera Partnership in 2007/08 is reduced to £214,399 and that positive speed enforcement is provided for the remainder of the year at sites to be agreed by North Somerset. 2. That £100,000 of the road safety grant is re-allocated this year to schemes highlighted in Appendix 1 of the report, not including the £71,000-£98,000 set aside for Local Safety Schemes and Education Training and Publicity programmes. 3. That the Safety Camera Partnership is given notice that if it does not substantially reduce its costs, North Somerset Council will withdraw at the end of the current financial year and future funding will be dependant on the conclusions of the UCL report.

24.09.07 Subject: The installation of a Pegasus Crossing of the Portbury Hundred together with associated road markings, signage and lighting at The Portbury Hundred, A369, Portishead
Decision made by EM - DL: 1. That the requirement for the Pegasus crossing is not pursued under the current agreement. 2. That further discussions are undertaken with users and other interested parties with a view to agreeing suitable alternatives. 3. That the potential for additional sources of funding be identified in addition to the contribution within the Ashlands supplemental planning agreement.

24.09.07 Subject: Weston Area Action Plan: Issues and Options Stage
Decision made by EM - DL: 1. That the work undertaken on the Weston Area Action Plan to Issues and Alternative Options stage is agreed as a basis for further more detailed work on the next stages of the separate Weston Regeneration Area and Weston Town Centre Area Action Plans. 2. That it is noted that Town Centre and Green Heart issues will be subject to further consultation.

25.09.07 Subject: School Organisation - Decision Making Processes
Decision made by EM - CY: That approval is given to establish a new decision making process when requesting approval on school organisation proposals. From June 2007 onwards Local Authority School Organisation Decisions will be made by the Executive Member for Children and Young People's Services after taking advice from the Children and Young People's Services Scrutiny Panel, the North Somerset Admissions Forum and the Director of Children and Young People's Services.

27.09.07 Subject: Highway Encroachment Wick Lane, Wick St Lawrence
Decision made by EM - DL: 1. That notice is served on the owner of East Town Farm under the provisions of Section 143 of the Highways Act 1980 requiring the removal of the wall and porch from the public highway and the highway reinstated to the lines and profile that existed prior to the wall being built; all at the cost of the landowner.
2. That if this is not done the highway authority exercises its right to enter the land to remove the structure, after the expiration of one month from the date of the service of the notice and action is taken to recover the expenses.

27.09.07 Subject: The North Somerset Levels and Moors - Landscape Partnerships: Project Planning bid.
Decision made by EM - DL: That the submission of a bid to the Heritage Lottery Fund for a £50,000 grant under their Landscape Partnerships: Project Planning initiative is approved.
