recorded as the "Decision not before" which indicates the date
before which the decision cannot be taken. Once the decision is
made it is subject to a five day period within which other

Subject: Removal of the provision of private
healthcare for some North Somerset Council Employees
Decision made by EM - Lr and EM - FR: Having
considered the views of affected staff and the comments of the
F&P Panel, to cease providing this benefit with effect 1st
April 2007 to the employees who are currently in receipt of the
private healthcare arrangements in return for a one-off
compensation payment of £1000. The amount will be payable on 1st
April 2007 to those employees currently in receipt of the benefit
and who are employed by North Somerset Council at that date. The
payment will be conditional on individual written acceptance of a
variation to their contracts of employment, effecting the removal
of the private health care benefit with effect from 1st April
2007.

Planning Gain Supplement - December 2006 Consultation
Decision made by EM - ST: That the responses to
the issues for consultation be forwarded to the Department for
Communities and Local Government (in respect of the 'Changes to
Planning Obligations' consultation and Her Majesty's Revenue and
Customs (in respect of the Valuing Planning Gain and Paying PGS
consultations) as North Somerset Council's response to the
consultation to include the following text: 'I am pleased to
forward this Council's response to the consultation upon 1. Changes
to Planning Obligations. 2. Valuing planning gain and 3. Paying the
Planning Gain Supplement. Answers are provided to each of the
'issues for consultation' questions set out in the three
consultation papers. However this Council wishes to make it clear
that, whilst wishing to contribute positively to the process, the
answers are submitted in the context of this Council maintaining
the views expressed on the principles of the Planning Gain
Supplement, as set out in the response to the December 2005
consultation. Continuing concerns include - how PGS will actually
work in practice particularly in respect of the likely scale of
contributions and scope for local input; the need to secure
infrastructure ahead of development; scope for negotiations on
larger/complex developments; uncertainty whether PGS would
facilitate - support for local businesses (beyond travel plans);
community regeneration in terms of support to local people/groups;
sustainable development generally (not just environment) and
delivery of wider community issues raised through the Community
Strategy.'

Proposal to discontinue Bournville Community Infant School and
Bournville Junior School to establish a new Community Primary
School on the site.
Decision made by EM - CY: In accordance with the
School Standards and Framework Act 1998 ("The Act"), that North
Somerset Council will make the following changes:
Part 1: In accordance with section 29 (1) of the Act
- to discontinue Bournville Community Infant School, Selworthy
Road, Weston-super-Mare, BS23 3ST on 31 August 2008.
- to discontinue Bournville Junior School, Selworthy Road,
Weston-super-Mare, BS23 3ST on 31 August 2008.
In accordance with section 28(1) of the Act to establish a new
Community Primary school for 420 boys and girls between the ages of
4 and 11 from 01 September 2008. The Local Authority will maintain
the current nursery provision of 50 part-time places (equivalent to
30 full-time places).
The school will be situated at Selworthy Road, Weston-super-Mare,
BS23 3ST.
The number of pupils to be admitted to the school at age 4 from
September 2008 and in subsequent years will be 60.
The admission arrangements will make no provision for selection by
ability.
The admissions authority of the proposed school will be the Local
Authority.
No additional transport is required.
