NSC14 Electronic Service Points Key Principles The delivery of services by electronic means such as “Automatic Telling Machines” (ATM’s), or information kiosks in railway stations or museums, must provide an equal standard of access to everyone to the full range of available services. There should be an alternative means of contact with the service provider; for example, through members of staff, or by obtaining the service at another point of service delivery; eg service provider’s offices at appropriate times of the day. Design Criteria The criteria set out in two documents should be followed. 1. “Access to ATM’s: UK Design Guidelines” should be followed. It has been prepared by the Centre for Accessible Environments in co-operation with representatives of financial services, disabled people and the manufacturers. (See NSC 2 Background Documents and Legislation) 2. “Access prohibited? Information for Designers of Public Access Terminals”, John Gill. RNIB 1997. Available at: http://www.tiresias.org In summary attention is drawn to the following considerations. * Access to site. 1. The height and reach needs of disabled people.(See BS8300 Appendix D for further details) 2. Dexterity of users. 3. Cognitive abilities of users. * Types of technology 1. Touch sensitive screens should make use of RNIB guidelines to ensure they are operable by sensory impaired people. 2. Equipment must able to communicate any information by way of on-screen text, speech with a variety of languages (including the use of British Sign Language), or icons depending on user’s choice. * Implementation of the guidelines Attention is drawn to the need to address the specification of existing equipment, maintenance procedures and the procurement of new equipment. * Users should be invited to evaluate new locations and equipment as a part of any service development1. Other Issues Receipts should be clearly laid out using plain language guidelines. Alternative formats or means to access services should be clearly signed at the point of service.
