The
process for developing the Asset Management Plan consists
of 6 main stages:
-
Stage 1
- Local Policy Statement
Provides a framework of
roles, responsibilities and functions within which the AMP will be
developed.
-
Stage 2
- Assessing Existing Premises
Essential premises
information including ownership, pupil numbers, capacity, location,
asset value and running costs.
-
Stage 3
- Identifying Needs
Consisting of 3 elements -
Condition, Sufficiency and Suitability.
-
Stage 4
- Determining Priorities
Involving widespread
discussion and consultation to meet aspirations of Schools,
Diocesan Bodies, Members and Officers.
-
Stage 5
- Feasibility Studies and Option Appraisal
On
determining priorities, appraisal of alternative options have to be
considered before any investment decisions are taken. For
minor works this will be relatively clear-cut but major projects
will require feasibility studies and review of lifecycle costs to
provide the best solution. Benchmarking will need to be
introduced for the AMP process and to aid Best Value. Various
funding options will also need to be considered.
-
Stage 6
- Implementation, Review and Evaluation
A formal
programme would be drawn up and implemented. On completion,
planned maintenance programmes are also created.
The AMP will also need to be reviewed as and when policies and
priorities change.
